## What it is

The Golden Dome space layer is the orbital component of the US national missile defense program ordered by President Donald Trump on 27 January 2025. It has two sub-elements: a space-based sensor layer that continuously tracks ballistic and hypersonic threats from low Earth orbit, and a space-based interceptor (SBI) constellation intended to destroy missiles during the boost, midcourse, and glide phases of flight before they can reach US territory.

The sensor piece builds on the US Hypersonic and Ballistic Tracking Space Sensor (HBTSS) program, a constellation of infrared satellites developed by the US Space Development Agency (SDA), designed to cue ground-based interceptors with more precise tracks than earlier legacy satellites. The interceptor piece is entirely new: no country has deployed kinetic interceptors in orbit. The program concept calls for a proliferated LEO constellation, potentially numbering in the thousands, carrying kill vehicles that could engage enemy missiles within seconds of boost-phase launch.

The primary threat rationale is China's rapid nuclear and hypersonic arsenal buildup and Russia's ongoing strategic modernisation.

## History

The January 2025 executive order, formally titled "The Iron Dome for America," directed the US Secretary of Defense to produce an architecture plan within 60 days and tasked the Office of Management and Budget and the Pentagon to propose funding mechanisms for the FY2026 budget. The program was subsequently rebranded Golden Dome.

The SDA had been fielding its Tranche 0 and Tranche 1 tracking satellites from 2023 onward under a separate but directly related effort. The Golden Dome EO folded that work into a unified homeland defense architecture and added the politically ambitious SBI requirement, which had been debated since the 1980s Strategic Defense Initiative era.

Congress moved quickly on funding. The FY2026 National Defense Authorization Act and the 2025 budget reconciliation bill together directed roughly US$25B in initial appropriations for Golden Dome components, including US$7.2B earmarked for space sensors and US$5.6B for interceptors.

## Current state

As of mid-2026, the space layer is in the prototype phase. On 24 April 2026, the US Space Force Space Systems Command awarded other transaction authority (OTA) agreements to 12 companies to develop SBI prototypes, collectively worth up to US$3.2B. The awardees include Anduril, Booz Allen Hamilton, General Dynamics Mission Systems, GITAI USA, Lockheed Martin, Northrop Grumman, Quindar, Raytheon, Sci-Tec, SpaceX, True Anomaly, and Turion Space Corp. The contracts target a demonstration of integrated Golden Dome capability by 2028. Northrop Grumman has stated it expects an on-orbit capability by 2027.

SpaceX is separately reported to be in line for a roughly US$2B contract to build a 600-satellite constellation for missile targeting, though no formal award had been publicly confirmed as of late June 2026.

Cost estimates diverge sharply. The White House has cited US$175B for the full system. The US Congressional Budget Office projected the 20-year cost at US$1.2T. The American Enterprise Institute has modeled figures up to US$3.6T. ## Relationships

The space layer is the technically least-proven element of a multi-tier US homeland defense architecture that also includes existing ground-based midcourse defense (GMD) interceptors, Aegis ships, THAAD, and Patriot batteries. General Michael Guetlein, US Space Force vice chief and Golden Dome program lead, has conditioned the SBI concept on affordability, warning it will not proceed "if it is not affordable and scalable."

Canada is a partner through NORAD. Japan, Australia, Germany, and the UK are identified as candidates for technology-sharing and operational cooperation. China has objected to the program's scope at the United Nations, framing it as destabilising to strategic deterrence.

## What to watch

Whether the 2028 integration demo holds depends on resolving contested architecture questions, including orbital altitude, constellation size, and kill-vehicle design. The FY2027 US budget request will be the first real test of Congressional appetite to sustain funding beyond the reconciliation windfall. A formal SpaceX constellation contract award would be a significant public milestone. China's response, including potential countermeasures or accelerated silo construction, will shape the broader strategic picture.
