Reports Belgian Foreign Minister's call for the European Commission to investigate the Aughinish loophole and close it in the 21st sanctions package. Notes the structural problem: EU sanctions designated Rusal's parent UC Rusal PJSC but the Aughinish refinery is owned through a non-sanctioned subsidiary registered in Ireland; the ownership chain was not sanctioned in any previous EU package.
