Analysis of the paddy MSP gap: CACP's own data show A2+FL cost of paddy at Rs 1,594/quintal (giving a 53% margin over cost at Rs 2,441); but C2 cost including imputed land rental is approximately Rs 2,066/quintal, implying a C2+50% MSP of Rs 3,099. Farmers in rain-dependent states (Chhattisgarh, Jharkhand, Odisha, Bihar) who cannot access APMC mandis sell to local traders at Rs 1,800-2,100. State procurement extends to only a fraction of production in non-Punjab/Haryana states.
