Orbit is filling and militarising faster than anyone is governing it, and the commercial build-out is splitting US and Chinese trajectories. SpaceX's Flight 12 proved the V3 upper stage but lost the new Super Heavy booster, and the FAA grounded the program, while China drove toward roughly 140 orbital launches in 2026, about one every 2.5 days. Europe's only sovereign heavy ride, Ariane 6, is ramping and now flying Amazon Leo, but far below the incumbents. The same split runs through constellations. SpaceX rebranded direct-to-cell as Starlink Mobile, targeting 25M users on 650-plus satellites, China's two state megaconstellations keep trading the lead with Qianfan back ahead at 182 and both planning 28,000-plus spacecraft, Amazon Leo passed 350 to become third-largest, and Europe is funding a sovereign answer through Eutelsat's €960M raise toward OneWeb follow-ons and the €10.6B IRIS² concession.
That density is outrunning governance. ESA reported LEO collision risk up about 20% as tracked objects passed 28,000, yet US rulemaking fragmented just as the problem peaked, with the FAA pulling back while the FCC's 5-year deorbit mandate held. Navigation is contested too. GPS jamming is near-constant over Europe, hitting ~40% of air traffic as Russia's spoofing antennae jumped from 3 to 36, so the EU is readying sanctions while Galileo Gen-2 launches begin and China consolidates BeiDou to 37 satellites. The money and risk concentrate in military space: the Space Force passed $40B, much of it feeding Golden Dome's orbital layer, where 12 firms hold $3.2B toward a 2028 demo, even as 35-plus states pledged no destructive ASAT tests but China and Russia stayed out.
Beyond Earth orbit the contest is US-versus-China on two tracks. On the Moon, the Artemis coalition widened with Botswana joining as the 68th nation and sixth from Africa as NASA turned toward the harder Artemis III landing, while China pressed Chang'e-7 toward the lunar south pole and ran Tiangong's first yearlong crew stay, with a Pakistani astronaut due on Shenzhou 24. On Mars the asymmetry sharpened as China's Tianwen-3 advanced and NASA cancelled Mars Sample Return, and Tianwen-2 closed on quasi-moon Kamoʻoalewa for a first-of-its-kind asteroid grab. Inside the program, CNSA deputy director Bian Zhigang fell under CCDI investigation.
Russia is accelerating deployment of Rassvet, its satellite communications network and potential Starlink counterpart, targeting nearly 300 satellites in orbit by 2027 and a 924-satellite constellation by 2035, according to a Ukrainian intelligence official cited August 10; the pace is significantly faster than originally projected and gives Moscow a resilient independent communications backbone for drone coordination and troop command that does not depend on Western infrastructure.
