The Danube reached record lows across central Europe by August 5-6, 2026; Romania's Cernavoda nuclear plant director said Unit 2 could shut down in 5-6 days if the river keeps dropping; Romania's military completed an unprecedented riverbed blasting operation on August 5-6 to redirect drought-reduced flow to the plant's cooling intake. The Rhine reached a record low at the Kaub gauge on August 2, disrupting inland freight across Germany and the Netherlands. By August 6 low Rhine levels were forcing ships to carry roughly 1/5 of normal cargo; freight prices rose; Germany's transport minister Bilger said he is considering waiving the Sunday truck-driving ban to shift Rhine cargo to roads; Germany's chemical industry warned of production cutbacks. The Rhine corridor carries approximately 20% of Germany's freight under normal conditions, and the disruption is now a macroeconomic risk factor alongside the Danube nuclear-cooling emergency. Both rivers are part of the same southern and central European drought simultaneously forcing Hungary's Paks nuclear plant to operating limits and prompting Romania's national energy alert. Romanian military engineers detonated a rock outcrop on the Danube riverbed on August 3 in the first phase of the operation; Serbia and Bulgaria, downstream, have not yet publicly commented on the ship-sinking plan.

Romania's Cernavodă had shut a unit in late July as cooling-water intake fell below safe operating thresholds. Moldova declared a 30-day state of alert in the energy and hydrological sectors on July 28.

India's suspension of the Indus Waters Treaty remains in force, colliding with Pakistan's internal allocation fight: Sindh reports a ~40% shortfall during kharif sowing while Punjab draws near its full share. Roughly a third of Pakistan faces severe shortage, threatening rice and cotton in the province that grows ~67% of national output. Karnataka released Cauvery water to Tamil Nadu on August 2 after heavy rainfall in Kerala's Wayanad boosted Kabini reservoir inflows, following a Cauvery Water Management Authority order for 3,500 cusecs daily; Karnataka's compliance came under a combination of legal pressure and the monsoon-rainfall bonus.
